Federation Council chairwoman disapproves progressive income tax

MOSCOW, May 11 (PRIME) -- The Russian taxation system should be transparent and clear, Federation Council upper house Chairwoman Valentina Matviyenko, who does not support the idea of introducing a progressive taxation scale, said in an interview with Argumenty Nedeli daily on Thursday.

“As to the progressive income tax scale, I am not sure it would be good for this country. The point is that the amount of taxes collected is inversely proportional to their size -- the bigger the tax, the worse it is collected,” the official said.

She added that if one wants the taxation system to be effective, it must be transparent and understandable.

“Each person should know how much and why they pay, how the funds are used… The changes in the taxation legislation must be by no means to the disadvantage of the most vulnerable people or the middle class and worsen the country’s social climate in general,” she said.
